Who is the real slum lord? Please stand up. Is it Vengroff, the landlord who had four people die on one of his properties in 2001 in West Hills? Four people died out of 33 who were living in the building. Vengroff, the town, and the building manager said they did not know so many people were living in the building. Team Comments on the Town of Huntington’s report:
Six-Family Year-Round Residential (may not be legal). The residence is class 233, which states a three-family residence yet there are five meters and five mailboxes, etc. As you can see from the photos, the place is a wreck. There are two students who go to Huntington Union Free School District (HUFSD)#3 that live there, and the garage needs to be condemned (maybe the house as well). There is plywood placed over windows and no windows on the 3rd floor. We are afraid that the children playing outside will get hurt when that garage falls down. Property is in disarray and is not legal; descriptions of property do not match class code.

The team met with Town Hall and were told that there was nothing the town could do on this property. Someone will get hurt and the property should be condemned.

So, who owns 28 Columbia Street? Is that why the Town says they cannot do anything? You decide if this needs to be shutdown.


Slumlord of the week #2

This weeks – Slumlord is Donald Pius.  He is one of the most notorious Slumlords in Huntington.  The history of Donald Pius in the Town of Huntington and specifically Huntington Station is such an involved story that it will require several weeks to educate the public about all of the facts.  Over the past several decades Pius has made a fortune at the expense of his tenants and the tax payers.  The actual cost of Don Pius’ mismanagement of properties is incomprehensible when you factor in everything including police calls to his homes, devaluing of neighboring properties, school costs and social services.

This doesn’t begin to touch on the human suffering and the impact of the many young children that must endure living in or near a Pius owned home.  Based on various FOIL’s in our possession we know that there are children living in homes with sex offenders and other criminals.  If we were able to obtain proof of this why isn’t Town hall, the HHA, the CDA and the other agencies who are supposed to be monitoring this aware of it?   Due to irresponsible Slumlords like Don Pius and Huntington Town Hall mismanagement, this very noble program has been given a bad name throughout Huntington Township.  If managed properly, this would be an effective way to provide safe housing for those in need.

Unfortunately, since there is a tremendous amount of money involved there is also many unscrupulous individuals that are taking advantage of the situation.  There are positive examples of Section 8 rentals throughout our Town where the landlords are responsible.  We believe that it is every citizens responsibility to see that this program is managed properly and that all residents are represented properly and kept safe.

Facts about Pius Properties:

As of June 2010 according to records obtained from HHA, Don Pius is receiving $104,363.00 PER MONTH, over 1.2 million annually from his properties in the Huntington Township, most of which are in Huntington Station.

We believe that there is a possibility that Pius is receiving significantly more money in tax payer funded subsidies from other agencies that refused to comply with our FOIL requests.  (More about this another time).

As with many Slumlords, Mr. Pius operates his businesses under many different names.  We are not sure if the following is a complete list, but some of the names include and breakdown of payments received from Town Hall Agencies HHA:

  • Catco received $41,365 on 26 properties.
  • Community Properties LLC received $54,436 on 39 properties.
  • Doma Investments received $1,746 on 1 property.
  • Kidco, LP receives $5,443 on 3 properties.
  • P&G Developers receives $1,373 on 1 property.

Don Pius said in an article written 2/17/10 in the Times Beacon Record the following “”Between the state tax and federal taxes, we got to give half to them, so we only get four months rent if we own the house without a mortgage,” Pius said. “Where are all these people going to go, if there’s no landlords? It’s just another tax, another layer of bureaucracy that somebody goes through, to discourage people from doing it.”” He states this while using the “system” to his full benefit as show above collecting so much from town agencies.

His properties are an eyesore in the community, usually categorized by one of more of the following; a lack of a front lawn, many meters and or mailboxes, obvious hazards, missing windows, No Trespass signs additional buildings on his properties, people living in sheds and so on.  We are quite certain that Mr. Pius would never live next to one of his own homes.  In fact, a little research on Mr. Pius shows that he has complaints against his own neighbors on his 26 acre estate in Old Field.

We also understand that he has telescopes out of most of the windows of his own home because he enjoys and values beautiful views.

Slumlord – A slumlord is an unscrupulous landlord who milks a property without concern for tenants and neighborhoods for their own long term interests. Slumlords overcharge for property in poor neighborhoods that is kept in poor repair and allowed to deteriorate. Some indicators of property run by a slumlord include number of police calls, and code violations on the properties. (USLegal.com)

One of the most significant issues plaguing the Township of Huntington is tolerance by the Petrone administration for Slumlords to destroy the quality of life of many of our communities. The closing of the Jack Abrams school because of safety concerns in the area is one very extreme and sad example of the severe detrimental effects of tolerating slumlords. Our concern first and foremost should be for the people that are forced to live in these unacceptable dwellings. Many of these absentee landlords are being paid with tax payer dollars and should be required to maintain high quality living standards or be immediately removed from the program.

Many of the people living in these deplorable conditions can not speak up for themselves for a variety of reasons. Many of these properties have young children living in them. This issue has been plaguing Huntington Station specifically for decades and now because of years of neglect we are seeing it spread throughout our beloved Huntington Township. It is imperative that the public get properly educated on the specific issue at hand in the hopes that we as a community could rectify this situation. Each week we will have additional information about how the system is failing and we will declare a slumlord of the week. We will also provide details for the public about how we can improve the quality of life for the individuals living in these dwellings and the surrounding communities that are forced to endure this situation. We hope you will follow along because this situation affects us all in one way or another.

This weeks Slumlord of the week is Mark Cohen. As with many slumlords Mark has more than one company registered in his name. In this case he is the owner of LTS Realty and Prestige Associates, Inc of Huntington.

It is our understanding that his properties have complaints against them with Public Safety for numerous violations. We are also quite certain that there are over occupancy issues at most of his properties. One of his properties is 11A Church Street. non-owner occupied, and directly adjacent to the now closed Jack Abrams school. We have decided not to list the addresses of all of Mark Cohen’s properties although we are including several pictures. We listed 11A Church because it is a very extreme situation.

We are requesting:

Social services to investigate if there are children living in any of his properties that are in obvious violation.

The HHA and/or CDA should determine if there are residents who are in violation of the section 8 voucher program living there, mostly in regards to arrests and the voucher program.

Mark Cohen should properly maintain his properties in a manner that would be acceptable to him if he was living next door to any of these addresses. If this situation is not working out for him, perhaps we can recommend a real estate agent that will help sell these properties.

We would love to hear from Mark Cohen as to why he has let this situation deteriorate to such levels.

We believe all residents of Huntington should be allowed to live in peace regardless if they are residents of Lloyd Harbor, Old Field or Huntington Station. Mark Cohen OwnedSince many of these slumlords are collecting between $5000 and $500,000 through HHA tax funded programs, we expect them to be responsible to properly maintain their properties. In addition, the agencies that are in charge of administering these vouchers need to be held accountable as well. Huntington Town Board is directly responsible to oversee the Huntington Housing Authority.
